Ah, the great outdoors, feels like going back everytime I keep on remembering the splendid tour we had in mid 2009 to Horton Plains. it was quick and it was adventurous. Awesomeness experienced.
The main source of information for your journey lies in Lakdasun forum, a rich resource hub for any information you're looking after.
The tour can be organized in two ways,
1. A one day tour where half of the time spent in vehicle, then you almost do a time limited chase to the world's end, look down (most of the time if the mist covers the climate, entire effort goes astray) and do a chase back and go home. - not recommended at all
2. A two days + tour with two kinds of lodging, one is to book a camping site and erect a tent or second is to book a bungalow near the park and loose all the excitement and beauty of national park.

Sooo, the best option for the adventurers would be the tent option, book a campsite for around Rs. 2000-3000 from Wildlife Dept in Battaramulla (tel:0112888585). Then you need to to hire or use your private vehicle or get the train to travel upto the entrance lobby of the park. Mind it, a considerable hike is waiting if you use the train option, so be careful with the luggage amount.

The Lakdasun Forum will provide with more than full support for choosing the route. We chose the Ratnapura - haputale via Kalupahana and used Boralanda to access Ohiya and then Horton Plains. There is a shortcut upwards from Kalupahana that can reduce your travel cost dramatically but the road is strained at the moment so no high hopes on that.

Also check on the best season to organize your visit, I think the best times are from February - May. We went there in june and it was mildly raining with no disturbance to our activities, but obviously wasn't the best time to get Hortonic. Also get something to cook your meals as Bonfire is not allowed in the camping area, best option would be a kerosine cooker.

The places to visit would be Bakers Falls, Micro climate environment, world's end, mini world's end and the museum at the entrance. If you're lucky enough you'll capture some rare wildlife in Horton Plains in which we a bit unlucky.
